This update specifies that all goods imported into Saudi Arabia must complete the following operations through the SABER platform:
PCOC (Product Certificate of Conformity)
Product conformity certificate, applicable for certification of single model products. This is usually done in the exporting country.
SCOC (Certificate of Conformity)
Certificate of conformity for shipment, issued for specific shipment batches, used to prove that the goods comply with Saudi standards during customs clearance in Saudi Arabia.
This means that PCOC and SCOC have become mandatory documents.
Cancel Undertaking Letter
Previously, certain low-risk products were allowed to replace certification with commitment letters, but the new regulations explicitly eliminate this practice and require all goods to obtain SABER certification.

Saudi Arabia no longer accepts certification documents from other countries unless issued by SASO authorized agencies.
Apply before arrival at the port

Consequences of non-compliance with requirements
Goods that have not obtained the required certificates through the SABER system will not be able to clear customs in Saudi Arabia. Delay in customs clearance or refusal of entry of goods may result in additional detention fees and commercial losses. The fines and demurrage fees incurred as a result may be fully borne by the importer.
